GOOD GOVERNANCE


New operations managed by the United Nations Development Programme (UNDP) in the domain of local governance are based on TUGI: The Urban Governance Initiative. TUGI, completed in 2004, was engineered in order to improve the economic, political and administrative performance of public authorities. Civil society and the private sector, too, play a crucial role.

 

This detailed report system includes many diagnostic tools. Nine core characteristics of good governance should be tested for each relevant service or issue:

 

Participation (in decision-making)

Rule of law (legal fairness, acknowledged rights)

Transparency (free and adequate information)

Responsiveness (priority: serve your community)

Consensus orientation (for the best common interest)

Equity (human opportunities)

Effectiveness and efficiency (from needs to results)

Accountability (stakeholders drive organizations)

Strategic vision (broad and long-term perspective)
